NOTIFICATION OF APPLICATION FOR AN ENVIRONMENTAL AUTHORISATION, WATER USE LICENCE AND WASTE MANAGEMENT LICENCE FOR THE PROPOSED MOKOPANE AND SEKURUWE WATER TREATMENT WORKS AND THE BULK WATER SUPPLY
PHASE 2B+ PIPELINE FROM PRUISSEN TO SEKURUWE, IN THE LIMPOPO PROVINCE.

Notice is hereby given in terms of the Environmental Impact Assessment (EIA) Regulations, 2014, under the National Environmental Management Act (No.107 of 1998) (“NEMA”), that the Mogalakwena Local Municipality (MLM) proposes the development of the Mokopane and Sekuruwe Water Treatment Works (WTWs), components of the larger Olifants Management Model Bulk Raw Water Study Phase (OMMP-BRWSP) project, in the MLM in the Limpopo Province. Additionally, the Lebalelo Water User Association (LWUA) is applying for a Water Use Licence (WUL) for the gravity pipeline from Pruissen to Sekuruwe, as well as for the water use activities that will be triggered by the development of the proposed WTWs. The proposed WTWs trigger Listed Activities in terms of the 2014 EIA Regulations Government Notice (GN) R983, the National Water Act (No. 36 of 1998) (“NWA”) and the National Environmental Management: Waste Act (No. 59 of 2008) (“NEM:WA”).  Therefore, an Environmental Authorisation (EA), a Water Use License (WUL) and a Waste Management License (WML) are required for the respective WTWs. The gravity pipeline has already been authorised by EA (12/1/9/1-W120) and EA (12/19/1-W131) and only requires a WUL in terms of the NWA.

MOKOPANE WATER TREATMENT WORKS

The Mokopane WTW is situated approximately 2.5 km southeast of Mokopane Town, near the Mogalakwena Landfill, within the jurisdiction of the MLM, of the greater Waterberg District Municipality, in the Limpopo Province. The ultimate capacity of the WTW is proposed to be 28Ml/d. The preferred site is located on Portion 80 of the Farm Piet Potgietersrust Town and Townlands 44 KS, and the property is owned by Mogalakwena Local Municipality. The alternative site is situated on Portion 80 of the Farm Piet Potgietersrust Town and Townlands 44 KS, and Portion 69 of the Farm Maribashhoek 50 KS.  The proposed project encompasses various components, including but not limited to: a guard house for security and access control, a main administration building with control, laboratory, and administration areas, sludge lagoons, a machine room, a chemical storage area for safe chemical handling, and access and internal roads, all within the demarcated footprint.

SEKURUWE WATER TREATMENT WORKS

The Sekuruwe WTW is located north of the town of Sekuruwe, near the Mogalakwena Platinum Mine. The proposed site is located on an undeveloped parcel of land on the border of the rural supply area (at the township of Sekuruwe), but also downstream of the final take-off point for raw water. The potential site is located on Portion 0 of the Farm Blinkwater 820 LR and Portion 0 of the Farm Gillimberg 861 LR. The ultimate capacity of this WTW is proposed to be 21Ml/d. The proposed project encompasses various components, including but not limited to: a guard house for security and access control, a main administration building with control, laboratory, and administration areas, sludge lagoons, a machine room, a chemical storage area for safe chemical handling, and access and internal roads, all within the applied footprint.

BULK WATER SUPPLY PHASE 2B+ PIPELINE

Phase 2B+ consists of a bulk raw water gravity pipeline from Pruissen Reservoir to the proposed Sekuruwe WTW, which includes a branch towards the proposed Mokopane WTW. The raw water pipeline, from Pruissen, past the Mokopane WTW offtake, will connect to an existing (installed) raw water pipeline at Piet-se-Kop. This bulk raw water pipeline requires a license for various water uses in terms of the NWA.

In Limpopo: (iii) Within critical biodiversity areas identified in bioregional plans.
  • Activity 14: The development of (iii) infrastructure or structures with a physical footprint of 100 square metres or more, where such development occurs— (a) within a watercourse. In Limpopo (i)outside urban areas, (aa) a protected area identified in terms of NEMPAA, excluding conservancies, (cc) World Heritage Sites, (ff) CBA or ecosystems service area as identified in systematic biodiversity plans adopted by the competent authority.

  • Section 21 (b): Storage of water.
  • Section 21 (c): Impeding or diverting the flow of water in a watercourse.
  • Section 21 (d): Discharging waste or water containing waste into a water resource through a pipe, canal, sewer, sea outfall or conduit.
  • Section 21 (g): Discharging waste or water that may have a detrimental impact on a water resource.
  • Section 21 (i): Altering the bed, banks, courses, or characteristics of a watercourse.
  • Section 21 (j): Dewatering of trenches for the safe continuation of activities.
