Unlocking growth through a unified approach to transport planning and development in East Africa

Tasked with the complex challenge of developing a unified transport strategy and regional road sector development programme for the East African region, Zutari drew from its strengths; connecting differently with stakeholders; working smarter through the use of digital technology; creating locally relevant solutions that maximise the impact of infrastructure.

The East African region is served by an extensive road, rail, lake and pipeline transportation network, as well as two major sea ports and several international airports. Creating a strategy and multi-year development plan to guide regional transport policies and investment was, therefore, no mean feat. It required considerable technical expertise but, more challenging still, involved unifying the goals and aspirations of seven member states.

Deep collaboration with clients, partners, and end-users was key to the project’s success. Extensive groundwork included consultations with transport experts and transport users as well as extensive road condition surveys. Digital technology, such as GIS mapping, further empowered the team to both understand, and communicate, the big picture in a complex stakeholder environment.

Equipped with this deep understanding of the challenges facing transport in the region, Zutari could create a strategy and development plan to unify efforts in order to maximise the impact of infrastructure in the region.
