In 2009, Zutari and a partnering engineering firm were appointed to project manage the rollout of the City of Cape Town’s Community Residential Units (CRU) Refurbishment Programme. The initiative aimed to address the maintenance needs of 43,500 homes occupied by families earning between R800 and R3,500 per month.

The opportunity

The first phase focused on council houses and flats in areas such as Mannenberg, Scottsdene, Scottsville, Connaught, The Range, Uitsig, Woodlands, Heideveld, Hanover Park, Kewtown and Ottery. The challenge was to deliver meaningful upgrades to ageing infrastructure while minimising disruption to residents and staying within a constrained budget.

What we did

Zutari’s scope included:

  • Structural Assessments and Surveys: Identified specific maintenance needs across targeted areas.

  • Building Renovations: Upgrades to roofs, electrical and plumbing systems, ceilings, floor coverings, cupboards and geysers.

  • Public Infrastructure Improvements: Installation of fencing, refuse management systems, area lighting, greening initiatives and recreational facilities.

  • Temporary Accommodation Solutions: Designed and deployed container-based temporary villages with full amenities to house residents during renovations.

  • Innovative, Cost-Conscious Design: Delivered high-impact solutions within tight budget constraints, ensuring maximum community benefit.

The CRU Refurbishment Programme improved over 43,000 homes, enhancing quality of life for low-income families across Cape Town.

The outcome

The project successfully refurbished thousands of homes, significantly improving living conditions for residents. It also demonstrated how innovation and empathy can transform low-cost housing delivery. Zutari’s approach ensured minimal disruption to tenants and maximised the social impact of the programme.

The CRU Refurbishment Programme stands as a benchmark for community upliftment through infrastructure renewal. Zutari’s leadership and commitment to inclusive development earned the project multiple accolades, including:
