The City of Cape Town recently faced one of the most severe drought crises on record. At the height of the crisis in 2018, when the threat of running out of water was most pressing, Zutari was appointed to provide technical support to the city’s Bulk Water Branch. The aim was to manage the available water supply and help ensure the city did not run out of water.
Through this appointment, Zutari supported the City of Cape Town in planning for a resilient future by conducting an in-depth water study and developing a set of decision support tools to improve urban water planning, operations, and bulk water management.

The opportunity

In 2018, the world watched as Cape Town came close to becoming the first major city to run out of water, a scenario widely known as “Day Zero”. The global spotlight intensified the need for credible, data-driven solutions. Zutari’s challenge was to simplify complex technical and engineering analyses into insights that could be easily understood by a wide range of stakeholders, from technical specialists to political leaders and the public.

The findings from these studies played a key role in shaping the City of Cape Town Water Strategy, which was published in April 2019.

What we did

Zutari applied advanced modelling, systems thinking, and decision analysis to assess the city’s water supply resilience and options for the future. The team developed innovative decision support tools to help the City improve how it plans, operates, and manages its bulk water systems.

These tools enabled evidence-based decision-making amid uncertainty surrounding climate change, population growth, and behavioural trends. By simplifying data and visualising scenarios, Zutari helped city leaders understand trade-offs and take informed action to protect water security.

The outcome

The study and tools developed by Zutari have strengthened Cape Town’s ability to plan and operate its water systems more effectively. The City now has a clearer understanding of the risks to future water security and the interventions required to achieve resilience and sustainability.

Beyond Cape Town, these decision support tools can be adapted and applied to other cities facing similar challenges. They offer valuable insights to help urban centres meet the United Nations Sustainable Development Goals and adjust to the realities of climate change.

Open and transparent communication with stakeholders has been key to ensuring the project’s success and fostering public trust in the City’s water management efforts.

Cape Town’s near-miss with Day Zero stands as a global example of how proactive planning, data-driven decision-making, and collaboration between government and engineering experts can prevent a crisis. Zutari’s work helped the City not only avert disaster but build a foundation for long-term water security and sustainable growth.
