This study formed part of the Kagera River Basin Management Project, which aimed to produce a basin-wide development plan based on integrated water resources management (IWRM). The focus was on development and conservation planning across the basin areas of Tanzania, Burundi, Rwanda and Uganda, with particular attention to the potential impacts on Lake Victoria.

The opportunity

The Kagera River Basin is a vital transboundary water system with significant potential for regional development. However, it faces challenges related to water resource management, environmental sustainability and climate resilience. The project sought to identify opportunities and constraints, and to develop strategic options for meeting water demands while protecting the basin’s ecological integrity.

What we did

Zutari contributed to the project through a range of technical and strategic activities:

  • Conducted a diagnostic assessment using existing studies to identify key water resource issues

  • Developed basin-wide strategic options and priorities for water demand management

  • Recommended specific water resource development and conservation options

  • Produced strategic goals, development scenarios and a portfolio of bankable projects

  • Created a 20-year development plan and a five-year implementation strategy and action plan

  • Undertook surface water hydrological assessments and modelling

  • Assessed water quality, hydropower potential, energy needs and climate change risks

  • Analysed current and future water use and demand

  • Reviewed sectoral technical contributions and proposed an institutional model for implementation
