The Nile Basin Initiative (NBI) exemplifies the growing global awareness of water’s real value. Established to develop the Nile River Basin for the benefit of all ten key riparian countries, the initiative emphasised mutual benefits and collaboration across borders and sectors.

The opportunity

The goal of the NBI was to ensure the Nile River Basin’s resources were developed and shared to deliver socio-economic benefits while promoting regional peace and security. To support water resources planning and investment decisions, the Nile Basin Decision Support System (NB-DSS) was established. It provided a framework to evaluate alternative development paths and identify joint investment projects at sub-regional and regional levels.

What we did

Zutari brought extensive expertise in operational management, integrated water resource management, and environmental flow assessments for shared river systems in Africa, including the Limpopo, Incomati-Maputo, Orange-Senqu, Okavango, and Zambezi basins. In 2011, NBI awarded Zutari, together with four other consultancies, a USD 850,000 contract for the pilot application of the NB-DSS.

Zutari’s work covered:

  • Hydrological and system analyses

  • Sophisticated scenario analysis

  • Project management

  • Capacity building


The NB-DSS developed and evaluated strategic decision-making for the basin, particularly for cross-border or basin-level decisions. It included:

  • A Nile Basin knowledge repository

  • A communication and information management system

  • A regional river basin planning model

  • A suite of analytic tools

  • Development of core national capabilities for Burundi, Egypt, Ethiopia, Kenya, Rwanda, the Democratic Republic of the Congo, South Sudan, Sudan, Tanzania, and Uganda

Using advanced modelling and analytics, the NB-DSS supported collaborative water management across ten countries.

The outcome

The NB-DSS added significant value by helping stakeholders evaluate alternative development paths and identify joint investment projects. The project was completed within a tight deadline, exceeding the client’s expectations, and strengthening the capacity among decision-makers across all Nile riparian countries.

The NB-DSS demonstrates how integrated decision support and cross-border cooperation can optimise shared water resources, promoting sustainable development and regional stability across the Nile Basin.
