Lower Sundays River Water Users Association Environmental Maintenance Management Plan (eMMP)
Project Proposal: The Lower Sundays River Water Users Association (LSRWUA) manages water allocation and usage for various stakeholders, including the Nelson Mandela Bay Municipality, within the Sundays River Valley in the Eastern Cape. In order to ensure an adequate and reliable supply of water one of the duties of the LSRWUA is to maintain the canal infrastructure system in working order. The maintenance and associated repairs required for the upkeep of the canals may require environmental authorisation as per the National Environmental Management Act, NEMA (No 107 of 1998).
Legal Framework: In order to avoid repeated future applications for authorisation LSRWUA thus appointed Zutari (Pty) Ltd to compile an Environmental Maintenance Management Plan (eMMP) to obtain an environmental authorisation for all future maintenance work on existing canal infrastructure in the Sundays River Valley. This eMMP will be subjected to an environmental authorisation process in the form of a Basic Assessment as defined in the NEMA 2014 regulations. An Application for Environmental Authorisation (EA) has been submitted to the Eastern Cape Department of Economic Development, Environmental Affairs and Tourism (DEDEAT).

Available Information: The Draft Environmental Maintenance Management Plan (eMMP) is being made available to the public for a 30-day review and comment period
from 28 November 2025 to 19 January 2026. The report can be accessed at the following locations:

- A hard copy of the eMMP has been made available at the Lower Sundays River Water Users Association Offices, Sunland, Eastern Cape.
Opportunity to Participate: Notice is hereby given of the commencement of the Public Participation Process (PPP) for the Draft eMMP. Interested and Affected Parties (I&APs) are invited to register their interest in the project, review the Draft eMMP and to submit written comments to Zutari (details below) within the prescribed comment period. Requests to register as an I&AP and any comments must be submitted in writing together with your full contact details. Future correspondence relating to the Environmental Processes will be distributed to registered I&APs only.
