South Africa’s Climate Change Act No. 22 of 2024 represents a significant milestone in the country’s commitment to building a low-carbon, climate-resilient future. However, effective legislation is only as impactful as its implementation. Delivering meaningful climate action requires the knowledge, tools and institutional capacity to translate policy into practical action.
To help bridge this gap, Zutari, in partnership with the United Kingdom Partnering for Accelerated Climate Transitions (UK PACT), Melsoft Academy and PKF Octagon, recently hosted capacity-building workshops in Gauteng and Limpopo. The initiative is designed to strengthen the ability of provincial and municipal governments to implement the Climate Change Act and embed climate resilience into planning and decision-making.
More than 100 representatives from government, academia and the private sector participated in the workshops, creating a valuable platform for collaboration, knowledge sharing and practical learning.
From legislation to implementation
The Climate Change Act places new responsibilities on provinces and municipalities to develop and implement climate change response plans, monitor greenhouse gas emissions and identify opportunities to reduce climate risk.
Through the UK PACT-funded programme, participants were guided through the practical requirements of the legislation, helping to demystify the Act and provide a clear pathway for implementation.
The workshops focused on strengthening technical and institutional capacity in key areas, including:
- Developing and updating Climate Change Response Implementation Plans.
- Compiling greenhouse gas inventories to establish emissions baselines.
- Developing mitigation strategies that support South Africa’s climate ambitions.
- Identifying and integrating climate finance opportunities into future programmes.
- Monitoring and reporting on climate action in line with legislative requirements.
By combining technical guidance with practical application, the programme equips provinces and municipalities with the confidence and capability needed to implement the Act effectively.
Enabling long-term impact through digital innovation
Capacity building does not end when a workshop concludes. To ensure participants have ongoing access to practical guidance, Zutari, together with its digital partner, Melsoft Academy, developed an interactive digital platform to support the implementation of the Climate Change Act.
Piloted during the workshops, the platform provides structured, step-by-step guidance that enables users to:
- Understand the requirements of the Climate Change Act.
- Develop greenhouse gas inventories (carbon footprints).
- Conduct climate mitigation assessments.
- Prepare climate finance strategies.
- Track progress in implementing climate action.
By making these resources accessible through a digital platform, the programme supports continuous learning while enabling provinces and municipalities to build internal capability over time.
