Tasked with the complex challenge of developing a unified transport strategy and regional road sector development programme for East Africa, Zutari applied its strengths in stakeholder engagement, digital innovation and locally relevant infrastructure solutions. The region is served by an extensive network of roads, railways, lakes, pipelines, sea ports and international airports, making the creation of a cohesive multi-year development plan both technically demanding and politically sensitive.

The opportunity

The project required not only technical expertise but also the ability to unify the goals and aspirations of seven member states. The aim was to guide regional transport policies and investment through a strategic framework that would maximise infrastructure impact and support economic growth across the region.

What we did

Zutari undertook deep collaboration with clients, partners and end-users. Key activities included:

  • Consultations with transport experts and users

  • Extensive road condition surveys

  • Use of digital technologies such as GIS mapping to understand and communicate complex regional dynamics

  • Development of a unified transport strategy and multi-year development plan


This approach enabled Zutari to create a plan that aligns regional efforts and supports sustainable infrastructure development.
Connecting differently in a complex stakeholder environment has been critical to maximise the impact of infrastructure in the region.

The outcome

The master plan provides a strategic framework for transport development across East Africa. It supports harmonised investment, policy alignment and infrastructure delivery, laying the foundation for improved connectivity, economic integration and regional growth.
