Mirage was appointed as the development manager for Bluewaters Island, located 500 metres off the JBR coastline in Dubai. The project features a blend of retail, residential, hospitality and entertainment zones, all requiring strong, integrated connectivity to the mainland.

The opportunity

The island’s growing mix of destination attractions created a need for safe, efficient and multimodal access for visitors, residents and service operations. This required a coordinated transport strategy linking land, sea and future mobility modes, supported by robust design and engineering solutions.

What we did

Zutari, acting as the lead consultant, delivered architectural and engineering services for mainland transportation hubs through a design-build procurement approach. The scope included a pedestrian footbridge linking to the island hub, a cable car terminal and operating system, a GRT station near Nakheel Harbour Metro, a GRT link corridor and the structural review of the ferry terminal and pontoon. Zutari also developed a reference design for a cable-stayed footbridge with a 120 metre main span, an inclined pylon and stay cables attached along one side of the curved deck.
A suite of integrated transport facilities links the mainland to Bluewaters Island, supported by advanced architectural and structural design solutions.

The outcome

The suite of mobility and access solutions enhances visitor flow, supports new transport modes and strengthens Bluewaters Island’s long-term viability as a high-profile mixed-use destination. The combination of pedestrian, marine, cable car and GRT infrastructure improves connectivity while allowing future transport expansion.

A fully integrated transport strategy supports Bluewaters Island’s role as a major retail and entertainment destination.
