GHANA WESTERN CORRIDOR FEASIBILITY STUDY

Assessing the economic viability of a transformative highway corridor that will strengthen regional connectivity, unlock trade opportunities, and support long-term economic growth in Ghana and West Africa.

Client

Mota-Engil Angola, S.A.

Project date

25/5/2015 - 18/5/2016

The Western Corridor is one of Ghana’s most strategic transport routes, linking the Côte d’Ivoire border at Elubo with Hamile at the Burkina Faso border. To support investment decisions for Phase I of the corridor upgrade, Zutari was appointed to evaluate the economic viability of approximately 330 km of proposed highway improvements between Elubo and Sunyani.

The opportunity

As a vital trade and transport corridor, the Western Corridor plays a critical role in moving people, goods, and services across Ghana and the wider West African region. Upgrading the route presented an opportunity to improve mobility, enhance market access, support regional integration, and stimulate economic growth across multiple sectors.

What we did

Zutari delivered a comprehensive economic viability assessment incorporating:

  • Traffic demand and forecasting studies

  • Engineering evaluations and preliminary design reviews

  • Construction cost estimation

  • Transport economic analysis

  • Macroeconomic impact assessment

  • Environmental and social screening

  • Policy, legislative, and regulatory framework reviews

The multidisciplinary approach provided decision-makers with a robust understanding of the project’s costs, benefits, risks, and wider economic implications.

The outcome

The study confirmed a strong case for investment in the Western Corridor. The findings demonstrated that the proposed upgrade would generate significant economic benefits through improved road conditions, reduced transport costs, enhanced movement of goods and people, and increased regional trade and economic integration. The project also showed positive potential to support national economic output, value creation, and long-term development objectives.

By combining transport, economic, environmental, and social expertise, Zutari helped provide the evidence base needed to support one of Ghana's most important infrastructure investments. The study demonstrated how strategic transport corridors can unlock economic opportunities and create lasting value for communities, businesses, and the wider region.
