Project date

Turtle Bay Village forms part of the Red Sea Project, a flagship development under Saudi Arabia’s Vision 2030. Initially constructed to house engineering and construction staff, the village is now transitioning to accommodate operational teams and hotel operators, requiring significant infrastructure upgrades.

The opportunity

As the project moves into its next phase, the goal is to expand capacity to house 17,500 individuals at a beachfront location. This involves updating utility services, stormwater systems and road infrastructure to support new buildings and revised layouts, including areas previously designated for sports facilities.

What we did

Zutari was appointed to deliver infrastructure design services for Phase 1 of the expansion. The scope included:

  • Updating utility networks for water, power and wastewater

  • Designing stormwater management systems to mitigate flooding risks

  • Planning and upgrading road infrastructure for improved connectivity and circulation


These solutions ensure resilience, efficiency and sustainability for the expanded village.
